Docket Control Desk Vashington, D.C.

Joseph M. Farley Nuclear Plant - Unit 1 Revised Walkdown Schedule for Resolution of Unresclved Safety Issue A-46 On Octobertj,.1988, Alabama Power Company provided to the NRC a schedule for the plant walkdown associated with the implementation of USI A-46

's

" Seismic Qualification of Equipment in Operating Plants," at Farley Nuclear Plant - Unit 1.

This schedule was contingent upon the schedule for completion of genoric efforts sut.mitted by the Seismic Qualification Utility Group (SOUG) in its October 9, 1987 letter.- The SOUG schedule i

provided for completion of=the Generic Implementation Procedure (GIP) by the end.of 1988, followed by NRC review and issuance of a final SER in the first quarter of 1989.-

It is.now projected that the final SER for A-46 implemer.tr. tion vill be delayed at least until the end of 1989.

Based on this SFT schedule slippage, the anticipated plant valkdown associated with the resolution of l-A-46 must be deferred beyond the schedule provided in our October 6, 1988 l-letter. Alabama Power Company will perform the plant valkdown during the l.

second Unit I refueling outage after the final SER is isrued and open items resolved.

t.f, As was stated in our previous letter, this schedule is also contingent upon L

Alabama Power Company's review of the final GIP after approval by the NRC j'

and resolution of all outstanding issues. ~ Based on this review, Alabama Power Company will either commit to pursue a generic resolution of USI A-46 L

or file a plant-specific response.

Should the generic resolution be

. pursued, Alabama Power Company may elect, at its option, not to perform certain aspects of the generic program based upon suitable justification.

Alabama Power Company also reserves the right to contest the Staff's back-

-fitting analysis associated with USI A-46.

i Alabama Power Company encourages the NRC to consolidate all seismic issues, ir.cluding seismic margins and the severe accident program, so that a single, cost-effective walkdown can be performed at each plant. This integration is essential to effectively utilize valuable industry and NRC resources.
