Dear Mr. Arnold:

LThis letter ' addresses.the inspection of your facility at Rochester, New York t
conduct by Mr.- Edvard Baker, of this office on September 12-13, 1989, and the discussion of his findings with you and other members of your staff at the conclusion of.the inspection.
The' purpose.of the inspection was to review the interface and coordination between Rotork Controls ~ Limited, ' Bath, England and Rotork Controls, Incorporated.
(Rotork) and to review portionszof your Quality Assurance (QA) program related to, design' control and purchasing of material, equipment, and components ~.

. During this inspection it was: found that the implementation of your QA program
-failed to meet certain NRC requirements. Two instances were identified where
~
-QAn did'not review nonstandard product formt for a nuclear order, resulting in aLfailure to impose appropriate'QA requirements.on a supplier.

Jwas noted that Rotork was using conenercial grade fasteners to hold down the thrust ring:without-verifying that the fasteners met design requirements.

- An unresolved item was identified concerning the adequacy of your Part 21 procedure.
You are. requested to review your procedure and assure that your procedure provides'for a thorough review'of deviations,. informing customers of deviations in those instances where Rotork cannot perform the evaluation, and reporting of' defects as required.by 10 CFR Part 21.' It is understood that NRC
'consnents on your 10 CFR Part 21 procedure on a previous inspection may have b
been incomplete or inadequate and therefore we are classifying this item as an B
unresolved item in..thejreport and no: specific response is requested. However,
.we will review your corrective actions on this matter during a future inspection.
