The application for amendment to Facility License No. R-93

June 22. 1989, complies with the standards and requirements of theAtomicEnergyActof1954,asamended(theAct),andthe Comission's regulations as set forth in.10 CFR Chapter I; i -

There is= reasonable assurance:
(1)thattheactivitiesauthorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be L
conducted-in compliance with the Commission's regulations set forth in 10 CFR Chapter I; D.
The issuance ~ of this amewiment will not be inimical to the common defense and security or to.the health and safety of the public;

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations end all applicable requirements' have l

Accordingly, the' license is amended by changes to the Technical-Specifications as indicated in-the enclosure to this license amenonent, and paragraph 5. of License No. R-93 is hereby anended, to read as follows:

Technical Specifications The. Technical Specif bations contained in Appendix A, as ravised through Amendment No. 4, are hereby~1ncorporated in the license.
The licensee shall possess but not operate the facility in accordance

with the Technh,;1 Specifications.

This license amendment is effective as of its date of isstance.

the protected safe storage condition.
Bases:.
This specification ensures that protected safe storage inspections 5
and-surveys are provided.
3.
Administrative Controis-3.1 Organization The MUR is owned by the National Aeronautics and Space Administration (NASA),whichsh&1lberesponsibleformaintainingtheprotectedsafe storage condition as required by there Technical Specifications.
tASA shall provide whatever resources are required to maintain the MUR in a condition that poses no-hazard to the general public or to L
the environment.

The Director shall be responsible for assuring compliance with the b
reactor facility's license and for providing regulatory reports and L
correspondence. He shall have overall responsibility for the protected safe storage of the MUR.
