NRC STAFF DIFFERING PROFESSIONAL OPINION RELATED TO i
THE CONDUCT 0F THE SALP FOR COMANCHE PEAK In the enclosed memorandum to the Chairman dated October 4,198g an anonymous group of "NRC Staff Inspectors" asserts that (a) the Comanche Feak Plant is not ready for fuel loading and (b) the pending SALP report related to TU Electric's i
performance in the preparation of Unit 1 for plant operation is neither accurate nor. complete. The memorandum also implies that NRC inspection reports and other documents have been edited to create en untrue impression of the plant. The menerandum'is critical of both the SALP Board's findings and the qualifications i
of the Board members to draw conclusions on TU Electric's performance. Mareover.

As a result of this memorandum, we have issued the draft initial SALP report to all professional staff involved in the inspection activities related to e
