License Amendment Application to Revise the License Requirements for the Manager - Plant Operations (TAC Number 74807)
Gentlemen Enclosed is an application for an Amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1 Operating License Number NPF-3, Appendix A, Technical Specifications.
This application requests that Technical Specification (TS) Section 6.0, Administrative Controls, be revised to reflect the changes attached.
r The proposed changes involve revising the license requirements for the Manager - Plant Operations in TS 6.2.2, Facility Staff. These changes vould allow a previously held Senior Reactor Operator (SRO) license on the DBNPS or on another pressurized water reactor to serve as acceptable qualification for this position. Technical Specification 6.3, Facility Staff Qualifications, would also be revised to reflect this change.
In addition, TS 6.5.1.2, Station Review Board - Composition, would be revised to reflect the current title for the position of Manager - Plant Operations at the DBNPS.
This request is consistent with a License Amendment issued by the Nuclear Regulatory Commission (NRC) to Florida Power and Light Company's Turkey Point Plant, Units 3_and 4, dated March 27, 1989. Toledo Edison requests that this j
License Amendment be issued by November 30, 1989, for implementation within 45 days thereatter.
