Dear Mr. Sellmer:
As requested by your letter dated November 7, 2019, enclosed is the Certificate of Compliance No. 9212, Revision No. 11, for the Model No. RH-TRU 72-B package. Changes made to the enclosed certificate are indicated by vertical lines in the margin. The staffs safety evaluation report is also enclosed.
The approval constitutes authority to use the package for shipment of radioactive material and for the package to be shipped in accordance with the provisions of Title 49 of the Code of Federal Regulations 49 CFR 173.471. Those on the attached list have been registered as users of the package under the general license provisions of 10 CFR 71.17 or 49 CFR 173.471.

SUMMARY
By letter dated November 7, 2019, Nuclear Waste Partnership LLC requested the renewal of Certificate of Compliance (CoC) No. 9212 for the RH-TRU 72-B package in accordance with 10 CFR 71.38. The current CoC, Revision No. 10, issued on March 2, 2016, is set to expire on January 31, 2020.
The package continues to be operated and maintained in accordance with all of the conditions of the CoC. The certificate has been renewed for a five-year period.
EVALUATION There was no change to the package design, operating procedures, acceptance tests and maintenance program of the package. The staff reviewed the package application in support of the renewal request, and determined that the documentation was available and complete.
The certificate has been renewed for an additional five-year period.
Condition No. 14 was modified to allow the previous revision of the certificate to be used for a period of approximately one year.
Condition No. 15 (previously Condition No. 14) reflects now the new expiration date of the certificate of January 31, 2025.
CONCLUSION Based on the statements and representations in the application, the staff concludes that the Model No. RH-TRU 72-B package design has been adequately described and evaluated, and the certificate has been renewed for a five-year term. This does not affect the ability of the package to meet the requirements of 10 CFR Part 71.
