Dear Sir:

Section 6.23 of the PULSTAR Technical Specifications (Amendment 8, December E7, 1984) reads as follows in regard to the Reactor Safeguards Advisory Group:

" ...In addition to the Radiation Protection Council, three persons are appointed by the Chancellor, upon the recommen-dations of the RPC, to form a Reactor Safeguards Advisory Group (RSAG)...."

It is hereby requested that section 6.2.3 of the PULSTAR Technical Specifications be amended to read as follows:

" ...In addition to the Radiation Protection Council, a minimum of three persons are appointed by the Chancellor, upon the recommendations of the RPC, to form a Reactor Safeguards Advisory Group (RSAG)...."

The proposed change will allow North Carolina State University to increase the membership of the RSAG for the purpose of providing RSAG experience to a larger number of qualified individuals on campus. This change will therefore increase the resource pool of RSAG-experienced individuals that can be asked to serve in future years, such that the minimum of three positions can always be filled. This proposed change does not affect reactor safety, but will ensure availability of qualified RSAG members in future years.
