This letter is in response to NRC Compliance Bulletin 88-10, Supplement 1.. It supplements our previous response to Bulletin 88-10 contained in a letter to you dated March 30, 1989.

Based on the NRC positions delineated in the Supplement, the following information is provided:

• Position #4 indicates that all identified molded case circuit breakers (CBs) found to be nontraceable during the review conducted for Bulletin 88-10 and installed, regardless of date, need to be evaluated as to their acceptability.

As a result of further review we have identified one such CB that was installed in a QA scope' application prior,to' August 1, 1983 (date used as a cutoff for the original response to the Bulletin).

Attach-ment 1 provides data on this CB including the number identified, manufacturer, model number, system in which it is installed, i

and,to the extent possible, the procurement chain.

Additional information useful to Wisconsin Electric but not required by the Bulletin is also included.

Note that the item number is a continuation of those used for the March 30, 1989 response to the Bulletin.

A justification for continued operation (JCO) is being prepared for this CB.

The CB will be replaced prior to the end of the respective unit 1990 refueling outage.

• Position #7 provides information as to what constitutes acceptable traceability of safety-related CBs.

Wisconsin Electric has procured QA scope CBs by various methods.

Those procured as safety-related have met the requirements delineated in position

1. 7 of the supplement, or have previously been identified as nontraceable CBs in our March 30, 1989 response.

as non safety-related, but used in QA scope applications have had-their traceability verified by certification and appropriate procurement or shipping records.

With the clarification of the above comments, our March 30, 1989 response to you adequately addresses the provisions of Bulletin 88-10 including the clarifications provided in Supplement 1.
