. - J' LDear Mr. Taylorp I r e c e i v'e d last week,your reply to Senator karkin regarding my . }

s letter about the containment system at the Guad-Cities Station. I

. appreciate your. reply whichJthe Senator sent on to me. ),

h Ny laymans underttending of the situation is that given the J right-(or wrong) accident at the plant conditions may be such that a j radiation leak or'even &: large release of.radiatien could occur earlk 6 duringLthe incident. Given what we know about the problems that we f are hearing about Chernobyl I believe that this is an unacceptable ,)

risk. d j

The first publicat' ion that I have found about the containment j

, units is an issue brief Order Code #'IBSo130 updated January 5, 1988. -[

I,t is now August 27, 1999 a year and one h a l.f later and it may be [

c three more years before this installation will take place that is a 2 7 minimum of 4 1/2 years and probabl y .more that the public in our area ,

has been subjected to a greater risk than need be.

f t

m Before I sound too much like an alarmist I realize that the {

chances of a major problem at any of these plants is small. Is that I

~

going to be any consolation to those of us in the aree if a disaster ]

'that could have been much less savere were to take place? According

'. 'to the NRC doctments It will take 10-30 hours to evacuate Clinton ;

i with a mean time of 22 hours2.546296e-4 days
0.00611 hours
3.637566e-5 weeks
8.371e-6 months
. An evacuation might not even be }

possible during a bl!::ard. If an early radiation release were to take piece there are many in Clinton who would not be out of town f' ,

yet. There are mkny here who have roots in this community who would be very upset at not being able to return home in the near future if f

[ ever. Chernobyl caused an evacuation of 100+ mile redius. The f

(, economic cost of a permanent eeen 10 mile radius around the Quad f

( ' Cities Station would be nearly unthinkable, j

? 4 >

Nuclear energy is needed now and in the future, but the best way l., '

to stop it it to have a disaster that goes. beyond the bounds of I L acceptable damage, Three Mile Island came close but if any [

[ containment system in this countr. ever geve wey the radiation it is .

supposed to contain I am sure that it would be the end of Nuclear {

power as we now know 1t. j i

I ' s'i mp l y feel that even though the local t4RC of f i ci al s are doing a line job, It is taking 'too l ong to mandate thera changes and that the NRC in WCshington is showing signs of looking too much at

' utility welfare and not enough at the welf.*re of the general pubile.

Sincerely, !

John T. Shaff i ces Senator Tom Harkin d Governor Terry Branstad [
