Dear Mr. Del Core:
I am responding to your letter of October 10, 1989, regarding the length of time it has taken to issue a final report on the inspection conducted from July 10 to July 21, 1989, at the Millstona f acility as a result of allegations raised by you and two other licensee employees.
As you are now aware, the final report was issued on October 11, 1989.
It is my under-standing that our Region I office hand-delivered a copy of the report to you on October 13, 1989.

Given the size of the final report and the numoer of allega-l tions addressed by the inspection team, I do not consider the time that nas elapsed between the completion of the'on-site inspection and issuance of the final report to be excessive.
As with all inspection reports issued by the Nuclear Regulatory Commission (NRC), the inspection team's findings were prepared i
in draft form and extensively reviewed by our Region I and l
headquarters staffs.
In this case, the NRC has expenoed considerable effort to ensure that your concerns were appropriately addressed.
I As the final report makes clear, many of your concerns have been substantiated.
The allegations covered by the October 11, i
1989 Inspection Report will be followed up in discussions between the licensee and our Region I staff.
In the meantime, we are continuing to pursue as a separate macter the management / employees relationship issues that you have raised.
The Commission appreciates your willingness to bring these issues to our attention.
