This letter is in response to NRC Generic Letter No. 89-07, entitled "Pover Reactor Safeguards Contingency Planning for Surface Vehicle Bombs," dated

Pursuant to 10CFR50.54 (f), the response to this Generic i

Letter was requested within 180 days from the date of receipt, May 9, 1989 confirming that safeguards contingency planning for Indian Point Units No. 1 and 2 includes short-term actions that could be taken to protect against attempted radiological sabotage involving a land vehicle bomb, f

Accordingly, we have modified the Safeguards Contingency Procedures for l

Indian Point Units 1 and 2 to include short-term actions to protect against such threats per the requirements of Generic Letter 89-07. The safety i

functions associated with preventing a significant radiological release are identified in the Vital Area Analysis (VAA) performed at Indian Point Units 1 and 2 on October 1, 1987. Using the VAA and the approaches identified in Generic Letter 89-07 ve have developed :ontingency procedures to respond to a threat of a land surface vehicle bomb. However, due to the existing features and characteristics of

+he site and environs, expedient implementation of the contingency procedures will require the installation of permanent barriers at various locations.

The additional permanent

barriers vill permit us to respond with temporary barriers at the designated choke points. The installation of the permanent barriers is scheduled to be completed by June, 1991.

r The threat response vill be predetermined and it vill be a coordinated and integrated effort with Indian Point Units 1 and 2 Security, the New York Power Authority Security organization at Indian Point Unit 3 and the Local Law Enforcement Authorities.
