SURRY POWER STATION UNITS 1 AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 RESPO CONTINGR!4CY PLANNING FOR SURFACE VEHICLE BOMBS Virginia Electric and Power Company has reviewed Generic Letter 89 07, Contingency Planning for Surface Vehicle Bombs, and has developed and implemented contingency procedures at North Anna and Surry Power Stations as t

required.

The following actions were taken to develop the procedures:

1

1. The safe standoff distances for vital equipment were determined and survival zones identified.
2. Credible surface vehicle accesr approach paths were determined by reviewing site features.
3. Short range measures, to be implemented within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> of notification by the NRC to protect against unauthorized vehicle access, have been identified.

4. Plans and arrangements to facilitate the short range contingency measures have been written and implemented.

State Police and the local law enforcement agencies to support the impWmentation of the short range measures, Safeguards contingency procedures, addressing Generic Letter 89 07, have been developed and approved by the Station Nuc^ ear Safety Operating Committees at both stations. The procedure has been examined during a recent inspection of security at Surry Power Station by the NRC Region 11 staff.
