ISSUANCE OF AMENDMENT NO. 2 TO FACILITY LICENSE NO. R-109 - CONYFRSION OF LICENSE TO POSSESSION-0NLY STATUS The Commission has issued the enclosed Anendment No. 2 to facility License No. R-109 for the Brigham Young University L-77 Research Reactor. The amendment, which authorires possession, but not operation, of the reactor facility, has been issued in response to the application for " possession-only" dated May 22, 1987, and supplemented on September 29, 1987, March 17, 1988, April 24, 1989, and June 12, 1989. The license conditions have been changed to reflect a i i " possession-only" status with a 0.5 curie plutonium-beryl.ium source as the only special nuclear material on site. The Technical Specifications have been restated in their entirety to make the surveillance requirements comnensurate with the status of the facility. Physical security and emergency plans are no longer required. l A copy of the related Safety Evaluation supporting Amendment No. 2 to facility i License No. R-109 also is enclosed. Sincerely, J.
