SUBJECT:

GENERIC LETTER ON MOTOR-0PERATED VALVE TESTING AND SURVEILLANCE

By memorandum dated April 26, 1989, you transmitted a proposed Generic Letter on Motor-operated Valve (MOV) Testing and Survei Mance for issuance by the Office of Nuclear Reactor Regulation (NRR).

You recommended issuance of the

' Generic Letter as soon as possible because:

(1) the matter is of high safety significance, (2) many licensees are awaiting issuance of the letter before taking. action, and (3) an extended length of time will be needed to resolve this problem.

In your memorandum, you noted that the Committee to Review Generic Requirements has approved the Generic Letter in its current form. Furthermore, you stated that the Advisory Committee on Reactor Safeguards (ACRS) had been briefed on the subject Generic Letter 'and although they did not offer any written comments or endorsements, they did raise two particular concerns regarding scope of the Generic Letter. and the difference between NRC and industry cost estimates.

Since the date of your memorandum, your staff has responded to these ACRS concerns and provided edditional information at ACRS meetings held during the i

first week of May.

Consequently, I have directed that the final NRR review and issuance of the Generic Letter be performed on a high priority basis.
