Citizens Advisory Panel (CAP)

The May 13 letter to the Chairman from Congressmen Kostmayer, Udall, and Lujan (copy attached for conveience) correctly notes that the Haller Task Force Report suggested formation of a CAP.

Specifically, the Task Force Report in Recomendation M., page III-2 states:

" Staff provide an on-going avenue for public input in development of the PEIS. Consider formation of citizen's advisory comittee."

Note however that the Task Force recommended a fairly narrow role for the advisory group -- only for development of the PEIS.

1 Congressman Kostmayer's Amendment to H.R. 6628 (copy attached) calls for 15 members, selected by the Comission. Itembers to be:

MITRE Proposal on Cryogenic System for Kr Congressman Ertel's May 15 letter to the Chairman (copy attached, with enclosures) is incorrect in stating that the MITRE proposal was never afforded serious consideration by the NRC staff. Mr. Lytton's proposal for i'ITRE, dated April 9 was received about one month after the draft Environmental Assessment was finalized in early March.

(EA was transmitted to the Comission on March 11).

HRC staff meet with Mr. Lytton on March 10 and 21.

This proposal is a variant of the cryogenic systems which were throughly evaluated in the Draft EA. The primary difference is that this is a closed cycle system with the gases being returned to the containment building after separation of the krypton, rather than being released.

The MITRE proposal is currently being reviewed, in depth, as we prepare the Final Environmental Assessment.

It has all of the disadvantages comon to cryogenic systems. Mr. Lytton has clained his system could be operational in 10 mor.ths, whereas: venting could start within a few days after Comission approval.
