Dear Nr. Chape11:

On July'14, 1976, ~ pursuant to a request by the NRC (Fac1 Cycle Licensing Branch 1), an application -for revision of licenses SR1273 and Sm1723 was submitted by the Nuclear Science and Technology Facility of the State University of Ncv York at Buffalo (NSTF). To the best of my knowledge, the1NRC has yet to take action on this application.

On July 14, 1978, the former Director of NSTF, Mr. Charles C. Thomas,

sent a letter to Mr. J. Delaney of the Fuel Cycle licensing Branch I, requesting that he be brought up to date on the current status of the application (copy of the_ Ictter attached)..No written response was, ever received. Occasional phone enquiries have indicated that the matter was still "pending".

It is now approaching four years since the application was filed. The NSTP has received no written correspondence from the NRC on this issue.

I fool that it wou7d be mutually beneficial to both the NRC and NSTF, to resolve this probler. soon. Since the application was submitted four years ago, some of the information contained therein is aircady obsolete. With

' the application pending, uc have been unabic to modify or update the license as appropriate.

Li would appreciate your guidance in this matter.

Specifically, does the NRC wish to :take action on the 1976 application, or should the NSTP resubmit.an updated application?

I trust that this problea may be resolved soon. Your assistance is greatly appreciated.
