Request for Action Bailly Nuclear Generating Station Gentlemen:
Illinois has instituted a Request for Action pursuant to 10 C.F.R.
S2.206 requesting that the Commission institute a proceeding to consider revocation, suspension or modification of NIPSCO's construction permit to construct the Bailly Nuclear Power Plant.
The Request is based upon the considerations of the poor location of Bailly and the difficulty of evacuation planning.
The Federal Emergency Management Agency (FEMA) has begun a study of emergency planning within a ten mile radius around the Bailly site.
That report is due by June 20, 1980.

. Illinois requests that subsequent to the release of the FEMA report a meeting be held between the State of Illinois and the Director of the Office of Nuclear Reactor Regulation to discuss Illinois' Request For Action.
The meeting should include representatives of the NRC Office of State Programs involved in emergency planning and representatives of FEMA and its contractor, Wilbur Smith and Associates.
