SUBJECT:

PILGRIM NUCLEAR PLANT BREAKWATER REVIEW We have completed a preliminary review.of the analyses and studies. submitted by the licensee in response to our requests regarding the subject breakwater.

Based on this review we conclude that the breakwater has been acceptably designed, constructed, and repaired.

However, we are unable to recommend final approv'al of the breakwater design and placement without completing a. field survey of the recently repaired 1

structure. A site visit is necessary because the photographs provided in the licensee's report do not show the important underwater toe of the structure in sufficient detail. We hope.to survey the breakwater during a predicted extreme low-tide period on Juae 10, 1980, when much of the structure toe should be visible. The survey personnel would include T. Johnson, NRR, and R. Jachowski, CERC, our consultant on this matter.

Please coordinate the field survey with the appropriate I&E personnel.

We expect to provide a written. report to you sometime after the breakwater field survey to close this issue.
