Dear Mr. Crow:

As you know, the Environmental Report prepared by Westinghouse Electric Corporation for the proposed fuel fabrication facility was not available for review prior to the scoping hearing held at Prattville, Alabama on bbrch 27, 1980.

Indeed, the April 7, 1980 Federal Register (45 FR 23553), stated that the time for intervention had been extended to June 14, 1980, because of such unavailability.

l The Environmental Report, however, is now available and is being reviewed.

I respectfully request that another public scoping hearing be scheduled in the near future.

I believe that the newly available Environmental Report prepared by Westinghouse presents additional issues which were unknown at the original scoping hearing. A review of the extensive Environmental Report suggests that another public hearing is appropriate to give all interested parties and the public an opportunity to make informed comments on the scope of the environmental impact statement.

I realize that the deadline for comments on the scope of the EIS was April 3, 1980. However, just as the Co: mission has acted in the public's best interests by extending the date for petitions to intervene because of the unavailability of the Westinghouse materials, I believe the best interests of the public and the i

Commission would be served by holding another scoping hearing and extending the deadline for comments for the same reason.

Certainly a study of the Environmental Report is extremely helpful j

in identifying and addressing issues which should be addressed by the Environmental Impact Statement.
