Inspection on January 28-February 1,1980 (Report No. 15000027/80-20)
This inspection was conducted to observe waste shipments and packages. Vehicle placarding, packaging conditions, and labels were observed.
Radiation surveys were conducted and removable contamination samples were taken.
This composite report details the 15 shipments received during the week. No items were found to be in noncompliance with DOT or NRC regulations.
The packaging of a leaking shipment received on January 25, 1980 is also described in this report. The State of Nevada was represented onsite during this inspection. No DOT representative was present, and no containers were opened Results:

Background
This inspection was conducted to observe waste shipments and packages.
This composite report details the 15 shipments received between January 28 and February 1,1980. No items were found to be in noncompliance with 00T or NRC regulations.
In addition to inspecting incoming shipments, the inspector observed the repackaging and shipment of 14 plywood boxes of radioactive waste that were received at the Beatty, Nevada NECO site on January 25, 1980.
One box, labeled "I" was found to be leaking onto the truck bed, and removable radioactive contamination was observed. See report 80-08.
The shipment was made by Southwest Nuclear, and the material had come from the Lovelace Foundation in New Mexico.
On Monday, January 28, 1980, representatives from the State of Nevada met with South West Nuclear and Lovelace Foundation representatives and it was stated that the entire shipment would have to be removed
. from the Beatty site. To safely transport the waste, it was decided to put the plywood box "I" in a new overpack and repackage the other boxes on, new platforms and with new plastic wrappings.
On Thursday, January 31, 1980, the repackaging of Box I was started and the attached-pictures (see Appendix A) show:

Box I with the yellow plastic, that had covered it from Friday to Thursday, removed -to within 18 inches of. the bottom of the box. A survey of the surfaces above this eighteen inch height showed no measureable alpha contamination.
2.
The area of Box I which leaked-contamination. To the left of the brown
" foam" stain and below the two by four at the plywood interface, as designated by the arrow, readings for alpha contamination were on the X1000 scale.
3.
Preparation of the overpack pallet-base showing how mastic is used to seal all the cracks and joints.
4.
Plastic has been laid over the pallet base, super fine liquid absorbent (3 bags) has been placed on the plastic, and Box I is being lowered on to the overpack base.

The bottom plastic has been turned up and stapled i
in. place and black plastic has been used to cover the top of Box I and j
overlaps the bottom plastic. The plywood siding is being nailed in j
place.

. All boxes of waste were repackaged and all but one box was shipped out.
The trailer bed was shorter than the original, so the last box will be sent out on 2-5-80.
