'Ihe Board of County Ccmnissioners of Clernont County, Ohio, a political subdivision in the State of Ohio having the greatest concentration of population within the ten mile radins of the proposed Zimmr Nuclear Powr Station , hereby peti-tions the Atomic Safety and Licensing Board to adad J*.d county as a participant in the operating license proceeding for the proposed Zinner Nuclear a on in Pomr St

Clernont County, Ohio.

Tne. participants principal concern pertaining to the licensing of re- the afo ncntioned Zi3mer Nuclear Pwer Station is the adequacy of energency evacuati on nonitoring, in affording protection to the inhabitants within a ten mile radi us of the proposed Zinner Nuclear Ibeer Station Petitioners are further concerned that even if adequate energency ns pla were devised, an3/or exists, said proposed energency plans cannot e y inple-be adeq nented in the event of an caergency at the Nuclear Pwer Plant.

Petitioners further say that there are approximately 27 000 inhabit ants of Clernont County, Ohio living within a ten mile radius of the propo sed Zirrer Ibclear 8006170355 ,

. 1 Pwer Station and that it would be financially prohibitive for Clernant County , Ohio to provide adequate errergency curmunication systems to alert these citizens in the event it muld beccre necessary to evacuate the inhabitants within a ten mile radius of the p wer plant.

Petitioners are also concerned with the nonitoring of all radiological releases fram the proposed Nuclear Pomr Plant and the ability of the petitioners ,

their authorized officers an3/or employees to verify such nonitoring , and the ability of such nonitoring to adequately provide a warning of dangerous or unsafe releases of radiation frcra the Zincer Ibclear Power Plant.

She Licensing Board in its order dated June 7,1979, deferred hearing con-tentions of intervenors relating to emergency plannincj and radiological monit oring, ard since the interest of this petitioner is directed toward these deferred issues t participation of Clenront County, Ohio would not broaden the scope of the p .

Tne Petitioners' knowledge of the co:munity, its geography and its know of the limita3 capabilities of the political subdivisions within the ten mile radius ,

incitx3ing not only the unincorporated areas of Clernont County ,

Ohio within the ten mile radius, but also the incorporated villages within the ten mile radius , should assist the licensing board and its assessrrents of any proposed energency plan radiological nonitoring to provide adequate assurance of public health and s .
