COORDINATION OF SAFETY DATA REQUIREMENTS Harold Denton recently assigned to me the role of coordinating the NRR activities involving safety data requirements for the Safety Monitor Console, the Technical Support Center, the Emergency Operations Facility, the Nuclear Data Link and R.G. 1.97 and R.G. 1.47 (enclosures 1 and 2).
Although the Division of Safety Technology has no responsibility to develop or implement any of the specific safety data requirements, I believe DST can aid staff coordination, decision making and effective integration of the diverse staff efforts in this general area, including some efforts j
outside of NRR. Af ter consulting with the other Division Directors of NRR and with representatives of EDO, RES, SD and IE, I took the i terty to i
form a Safety Data Integration Group to identify areas of responsi;ility (enclosure 3) and cognizant managers (enclosure 4). You will recall that this sort of coordination concept had been talked about the previous week in connection with the IE presentation to the Commission on the NDL(SECY-80-35A).
The SDIG met on May 19 to develop and assign responsibilities and to prepare for a meeting on the following day with representatives of industry (see enclosure 5). Our meeting with the AIF Subcommittee on Safety Parameter Integration on May 20 served several purposes. First, we were able to exchange names of technical contacts for the various activities (enclosure 6). Second, we were able to agree on a course of action for further exchange of technical information between NRC and the industry subcommittee on these matters. We also received AIF recomenda-tions for critical parameters (enclosure 7). On or about June 5, I plan to supply to AIF a draft statement of functional specifications on the information requirements for the safety monitor console, the technical support center, the emergency operations facility, the nuclear data link and regulatory guides 1.97 and 1.47.
The functional specifications are to be generated by the responsible individuals on the Safety Data Integration Group, with the advice and consent of their cognizant managers.

Before transmitting the draft functional specifications to the industry subconsnittee, I will consult with tne cognizant managers of these various activities to confirm their concurrence. Such agreement among the various parties in NRC will be necessary about June 5 anyhow so that we may be responsible to the Comission's more detailed information needs in the report and recomendations that IE will be making on the NDL later in June.
The industry subcommittee has scheduled a meeting on June 19 in Bethesda to provide us with feedback and questions from their membership on the techr.ical content of the draft functional specifications. We hope to reduce the uncertainty presently surrounding industry efforts on these matters, all of which are described in the TMI Action Plan, while at the same time providing a competent sounding board for our own staff as it goes about the integration of these matters.
Warren Minners will be in contact with the members of the Safety Data Integration Group to set up meetings and to schedule their individual contributions.
I encourage as much interaction among NRC and industry technical contacts as necessary in the next few weeks to surface the key issues or outstanding questions in the various areas so they might be acdressed in the draft functional specifications.
