Gentlemen:
This refers to the inspection conducted by Miss R. J. Greer of this office
on March 26-27 and April 21, 1980, of activities at University of Missouri
Research Reactor authorized by NRC Byproduct Material License No. R-103 and
to the discussion of our findings with you and others of your staff at the
conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and in-
terviews with personnel.
No items of noncompliance with NRC requirements were identified during the
course of this inspection. However, sever )
ems were identified which
need management attention. We are concernes m r your lack of a specific
emergency plan which coordinates all aspects, of emergency planning
in-
cluding administrative controls, such as training, drills, annual review
of the plan and coordinacion with support agencies, as well as individual
procedures developed for reentry, assessment of the accident, and person-
nel accountability, among others.
It is our position that the University
of Miscouri Research Reactor Facility should have an Emergency Plan pre-
pared in conformance with Regulatory Guide 2.6, dated January, 1979.
We are also concerned about your failure to issue, in a timely fashion,
the emergency procedures revisions completed during 1979.
It is our posi-
tion that a?.though your 1979 review of your emergency procedures was in
,
conformance. with Technical Specification requirements, your failure to
'
issue reviGions prepared pursuant to that review is not consistent with
the intent of the required annual review.
Finally, we are concerned about your lack of refresher training in your
facility's emergency procedures.
It is our position that a facility the
size of the Research Reactor Facility should provide annual refresher
training in the emergency procedures to all persons routinely working in

the facility. Refer to paragraphs 4 and 5 of the attached inspection re-
port.

Please inform this office in writing within twenty days of your receipt of
this letter of the actions you have taken or plan to take in response to
these concerns.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part
2, Title 10, Code of Federal Regulations, a copy of this letter, the en-
closures, and your response to this letter will be placed in the NRC's
Public Document Room, except as follows.
If the enclosures contain in-
formation that you or your contractors believe to be proprietary, you must
apply in writing to this office, within twenty days of your receipt of this
letter, to withhold such information from public disclosure. The applica-

tion must include a full statement of the reasons for which the information
is considered proprietary, and should be prepared so that proprietary infor-
mation identified in the application is contained in an enclosure to the
application.
We will gladly discuss any questions you have concerning this inspection.
