SEISMIC QUALIFICATION OF PWR AUXILIARY FEEDWATER SYSTEMS
Dear Mr. Dircks:
During the 242nd meeting of the Advisory Committee on Reactor Safeguards, the Committee received a presentation from the NRC Staff on the lack of seismic oualification of auxiliary feedwater systems for certain PWR plants.
ACRS Subcommittees had previously discussed this matter with the Staff during meetings held on April 30, 1979, November 5, 1979 and June 4, 1980.
The NRC has very recently initiated a short-term review of the affected plants to determine the safety implications of this issue and to recommend appropriate licensing action while a longer term study of shutdown heat removal is per-formed.
The ACRS is concerned that the NRC Staff's level of effort is not consistent with timely resolution of this problem. The ACRS recommends that the necessary additional manpower be applied to assure completion of the review in two or three months as suggested by the Staff.
The ACRS has no evidence of nuclear industry / utility participation in the NRC's review of this issue.
The ACRS believes that the affected utilities should perform independent reviews of this matter on the same time scale.
