Environmental Protection Agency, Region IV 345 Courtland Street, NE. l Atlanta, Georgia 30308 - !

Dear Mr. Patrick:

NCrfIFICATION OF NONCOMPLIANCE WITH EFFLUENT LIMITATI(RIS - NFDEs PREMIT ,

I NO. IN0026450 - SEQUCYAH NUCLEAR PLANT Description of the discharge--Discharge No. 003 - Operational sewage treatmant plant affluent. A sample collected as Hey 21, 1980, and reported by the laboratory on May 27, 1980, contained 76 mg/l of BOD3 ,

exceeding the maximum permit limitation of 45 mg/1.

Cause and period of the noncompliance--The flowmoter in the disaharge pipe from the sand filter became plugged. This caused the septic teak -

effluent to accumulate in the aand filter and fluidised the send filter for at least 48 hours5.555556e-4 days
0.0133 hours
7.936508e-5 weeks
1.8264e-5 months
. The blockage was discovered and corrected on May 1, 1980. The affluent flows on May 2 and 3, 1980, were 0.0556 HGD ]

and 0.0618 NGD, respe.ctively, which were far in emesse of the systems design capacity of 0.0149 MGD. We believe that the blockage followed by the hydraulic overload caused a temporary reduction in the treatment efficiency of the system. A repeat sample collected on May 30, 1980, contained 34 mg/l of BOD 3

, so the per W of noneemp h e has ended.

Steps taken to prevent recurrence of the noncomplyina discharge--Simca the treatment system appears to have recovered, ao further action will l be taken.

l Sincerely,

~'
