Docket No. 50-289 June 9, 1980 MEMORANDUM TO ATTACHED SERVICE LIST I*am sending under separate cover to each of you a copy of Revision 2 (June, 1980) to Licensee's Emergency Plan for Three Mile Island Nuclear Station, Unit No. 1, including the most current versions of the emergency response plans of t.3 Commonwealth of Pennsylvania and the'five counties of Dauphin, York, Lancaster, Lebanon, and Cumberland.
Revision 2 of Licensee's Emergency Plan includes substan-tial changes from the version of the Emergency. Plan currently in your possession.
These changes were necessary in order to respond to the new guidance provided by the Nuclear Regulatory Commission and the Federal Emergency Management Agency in
" Criteria for Preparation and Evaluation of Radiological mergency Response Plans and Preparedness in Support of Nuclear Power Plants", NUREG-0654/ FEMA-REP-1 (January, 1980).

of nonsubstantive editorial and typographical corrections to the Emergency Plan.
Given the extent of these changes, it was not feasible to indicate the changes through the use of revision bars.
In general, however, the scope, structure and organization of the Emergency Plan has not been revised.
