Dear Congressman Frost:

This is in reply to your letter to me of March 4,1980, regarding the proposed relocation of NRC's Region IV office from Arlington, Texas to Fort Worth.

As Mr. Seyfrit has advised you, we have had this matter under discussion with the central office of GSA for some time now.

The Assistant Commissioner for Space Management at GSA has advised our Office of Administration that they support the position of the GSA Regional Admin-istrator on this proposed relocation. They base this on their interpretation of Executive Order 12072 (Federal Space Management) and do not believe that the activities of the NRC region fall within any exceptions to the Order.

GSA has further advised that under the Federal Procurement Regulations they can not negotiate a new long term lease on a sole source basis with the present owner. The site chosen by GSA in Fort Worth has been determined by them to meet the criteria of the Cooperative Use Act of 1976 (Public Law 94-541) regarding the use of historic buildings.

I regret that we were unsuccessful in obtaining a GSA reversal of the decision of the Regional Administrator.

I assure you that NRC will make every effort to effect this relocation with as minimum an impact on our employees as possible.
