MEMORANDUM AND ORDER ADMITTING CLERMONT COUNTY, OHIO, PURSUANT TO 10 CFR 52.715(c)
(June 11, 1980)
On May 12, 1980, Clermont County, Ohio, filed a petition to carticipate in this operating license proceeding as an " interested
- county", pursuant to 10 CFR 52. 715 (c).
The County describes itself as "a political subdivision in the State of Ohio having the greatest concentration of population within the ten nile radius of the proposed Zimmer Nuclear Power Station".
It states that its principal concern is the adequacy of emergency evacuation and monitoring in areas of the County within 10 miles of the facility.
The NRC Staff recommends that the petition be granted, and the Applicants do not oppose it (although they express the hope that their ongoing discussions with the Count'+ d'.1 obviate the need for its participation).
Both the Staff and Applicants would require i
the County to "take the proceeding as it finds it" and would preclude l
l the County from seeking to litigate issues on which hearing is y
complete.

2-We note that hearings on the =atters of Clermont County's primary concern--emergency planning (including evacuation) and radiological conitoring--have not yet been held.
