Docket No. 50-466 Gentlemen:

We are in receipt of a document entitled " Statement Of Position With Regard To Linkage Between Financial Qualifications And Safety" filed by Bryan Baker on June 3,1980 in the captioned proceeding.

In that document, Mr. Baker takes exception to the Applicant's characterization of his financial quali-fications contention (regarding which he is consolidated with fis. Cumings and TexPirg) as excluding a linkage between financial qualifications and safety.

In view of the fact that Doggett Contention 4 and Perrenod Contention 1 deal with precisely such a linkage, the Staff believes that Mr. Baker's clari-fication of his concerns makes it appropriate that all five parties involved be consolidated on this issue.

The consolidated contentions would then be Baker 1, Cumings 1, TexPirg Additional 32, Doggett 4 and Perrenod 1.

In its order consolidating these contentions, the Staff believes that the Board should require that a single representative be appointed for purposes of conduct of the proceeding with regard to this issue.
