Dear Mr. Fuente:

This is to confirm the comments made to you and Mr. J. Brown by Robert Doda at the conclusion of the recent radiation control program review.

Based on the results of the review, the staff believes that the Mississippi program for control of agreement materials is adequate to protect the public health and safety, and is compatible with the NRC's program.

Specific comments and recommendations are listed below.

I would appreciate your review of our recommendations and receiving your comments regarding them.

We were pleased to note that the State's revised and updated radiation control regulations became effective February 28, 1980. Also, it was encouraging to see that the level of training for the staff increased from 2.1" for last year's review to 6.2". for this year's review. This value lies within the NRC's recommended range of 5 to 10% of staff effort for training.

We recommend that an effort be made to reduce the number of overdue inspections, particularly those for Priority I licenses. We note that of the 25 licenses listed as overdue for inspection, 9 are in the Priority I category.

Also, we believe that improvements can be made in two general subject areas of writter inspection reports. We reccmmend that each inspection report include the names and titles of individuals from the licensee's management staff with whom the inspector met during the exit meeting.

Because of the importance of the exit meeting to the overall inspection, it may be desirable to also indicate in inspection reports the highest level of management having responsibility for licensed operations that was contacted for, but was unable to attend, the exit meeting. This is a way to emphasize what you indicated was the State's policy; to include the apprcpriate levels of management in exit meetings, where-ever possible.

l We recommend also that a brief summary statement be included in written inspection reports which gives the results of the questioning of workers and technicians concerning their operating procedures with radioactive materi al s.

The summary statement should indicate whether or not the licensee's training for and monitoring of operational procedures were being followed in practice.

Some examples of> summary statements in inspection reports stemming from typical lines of questioning are:

(1) leak test procedures as stated i

in license application were described; (2) the performance of radiation surveys as stated in the operations manual were described; and (3) source handling techniques as stated in license application were described.
