i Thanks for the Gatlinburg II Workshop Proceedings and for the copies of two of your recent speeches.
I have scanned the workshop Proceedings and it looks like a very interesting and useful compilation of thoughts.
1 I think many of the ideas that you have put forward and that are discussed in the workshop Proceedings will, over time, be reflected in various new policy directions.
However, that is a very long process and as you know even small changes in the direction of large bureaucracies are not easy to accomplish.
Nevertheless, the-discussions and ideas have to originate so,mewhere and the sort of discussions that went on at Gatlinburg and that are reflected in the Proceedings are a step forward.
