Dear Mr. McIntyre:

On April 7,1980, OMB cut the Nuclear Regulatory Commission's FY 80 travel and transportation funds about 10 percent below the travel budget appropri-ated for FY 80. On May 1,1980, Mr. Dircks, the NRC's Acting Executive Director for Operations, wrote John White detailing the impacts of the travel reductions and proposing a new funding ceiling which assumes Congressional approval of the FY 1980 Supplemental for the NRC.

I fully support this proposal and solicit your assistance in obtaining approval of it.

In acting on the FY 80 budget request, Congress added $500,000 for the travel associated with hiring, training, and placing resident inspectors at reactor sites. This is consistent with the President's statements on the importance of accelerating the placement of a resident inspector at every reactor site.

However, OMB's cut will severely limit the NRC's ability to carry out its required functions.
