Dear Senator W1111 ass:
Your letter to the Department of Energy, requesting information concern-ing the Merrill Creek Project and its relation tc the Limerick and Hope Creek / Salem Nuclear Power Plants has been forwarded to this agency by the Department of Energy for action.
The Limerick, Hope Creek, and Salem Nuclear Plants all use water from the Delaware River Basin. The Limerick Generating Station (currently under construction) is on the Schuylkill River near Pottstown, Pennsyl-vania, and its two natural draft cooling towers will use fresh water from the Schulkill River and from the Delaware River via the Pettionen Creek and the Point Pleasant Diversion Project.
(Maximum water consump-tion will be 65 cfs.) The Salem Nuclear Generating Station (an operating plant) is on Artificial Island in the Delaware River near Salem, New Jersty, and its main condensers are cooled by once-through flow of brackish water obtained from, and discharged to, the Delaware River. The Hope Creek Generating Station (under construction) is also located on Artificial Island, and its two natural draft cooling towers will use brackish water from the Delaware River.
(Maximum water consumption will be 62 cfs.)
We do not have any information regarding the relationship of the Merrill Creek Project with these nuclear power plants.
Responsibility for water supply and water quality matters concerning the Delaware River and its tributaries is vested in the Delaware River Basin Comission (DRBC), a regional agency created by intergovernmental j
compact. Under the terms of the compact, DRBC has jurisdiction over both the development of water storage facilities to augment the water supply in the Basin during periods in which the natural flow of fresh water is reduced, and the allocation of water to approved projects within the Basin.

The Honorable Harrison A. Williams, Jr. and Hope Creek and operating licenses for Salem, even though there is some uncertainty as to what actions will be taken by DRBC in discharging its responsibilities. We will consider the issuance of operating licenses for Limerick and Hope Creek upon receipt of applications by the utility companies involved.
