20555 Re: Docket No. 50-208 Dear Mr. Miller In accordance with your memorandum to all Nonpower Reactor Licensees re-garding 10CFR73, we have not as yet prepared any security plans for sub-mission regarding the physical protection to a level consistant with cur-rent rules and regulations.

The reason for not initiating any measures for physical protection is that we have no SNM or SSNM associated with our license for a nonpower reactor.

Although we do have financial responsibility for our fuel, the fuel is still in the possession of the manufacturer in San Diego, California.
