Dear Mr. Grier:

In a letter to you dated April 15, 1980, we requested an extension to complete the required actions of Item 4 of the referenced Bulletin.

In accordance with subsequent discussions between J. Carey, DLC, and V. Thomas, I&E Headquarters, we are providing this additional information on our request for extension.

We wish to reiterate that the multi-node analysis for the HELB in areas external to the containment structure is extensive and that the work is progressing with the best of our resources on as timely a basis as can be expected.

A review of the proposed schedule has determined that the time requested is necessary to perform a meaningful analysis.

We will provide you by July 31, 1980, results available at that time.a progress report on the work being performed and any We wish to inform you that after the completion of-the modifications that were authorized in our letter to the NRC dated August 28, 1979, that we will continue to meet the commitments in the FSAR as to the operability of equipment under accident conditions.

This will enable us to bring the station to the hot standby" condition to which we are committed in the FSAR and permit repair of any instrumentation which may have been damaged by a HELB outside containment needed to place the station in a " cold shutdown" condition.

_ Docket No. 50-334, Liccn o No. DPR-66 IE Bulletin 79-01B, Additional Information Page 2 The information requested in your bulletin represents a large expansion concerning the qualification of class IE electric equipment installed in the Beaver Valley Power Station beyond that which was required at the time the plant was licensed.

In particular at that time any equipment required to perform a trip function only had to be qualified to be operable during the short period of time between the occurrence of the event and the time that the equipment requires to sense the condition and perform its trip function.

Your bulletin has requested that we extend the study to include determining the qualifications of any equipment identified in our emergency procedures that might be required to be operated at any time subsequent to an accident.

In addition, you have identified a number of materials that are now considered to be unacceptable for long term operation in a post accident mode. We are experiencing difficult 1y in determining whether any of those materials are utilized in some of the equipment.

In many instances, the spare parts are identified by number only and the type of material is not identified. This has resulted in numerous wr.4tten requests to vendors to attempt to verify that none of the identified materials have been used.

We are diligently pursuing a comprehensive program to establish the environmental conditions which the Class IE electrical equipment may experience subsequent to a HELB and to determine the aging characteristics of the materials used in the installed equipment.
