Docket No. 99900002/80-01 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on March 10-14, 1980, it appeared that certain of your activities were not conducted in full compliance with NRC requirements as indicated below:
Criterion V of Appendix B to 10 CFR 50 states in part, " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circum-stances and shall be accomplished in accordance with these instructions, procedures, or drawings.
Instructions, procedures, or drawings shall include appropriate, quantitative or qualita-tive acceptance criteria for determining that important activities have been satisfactorily accomplished."
In the area of control of nonconforming items:
A.
The Quality Assurance Manual, Section 9.6, states in part:
A serialized "D.N. tag (or equivalent) whose number coincides with the Deviation Notice serial number shall remain with the part."
Contrary to the above, a lot of nonconforming fuel rods was found which did not have a DN tag (or equivalent) with the parts.

B.
The Quality Assurance Manual, Section 9.6, requires that Manu-facturing Engineering provide repair or rework instructions and Quality Control Engineering provide inspection instructions and review and approve all D.N. dispositions.
Contrary to the above, a Deviation Notice 14835 was found on a Lower End Fitting (Serial Number 17-33) which had been changed by the Manufacturing Engineering.
The change was made of the instructions for reinspection after repair. This change had not been approved i
by Quality Control Engineering. (See Details Section D.3.c.(2))
