Mr. Karl V. Seyfrit, Director Region IV My January 28, 1980 letter to you, responding to the December 14, 1979 NRC Inspection Report No. 99900403/79-03, stated on page two with respect to the feedwater sparger fabricated by Marvin Engineering Company for the Millstone 1 plant:

"If, in the future, this particular sparger is used in any reactor application, your office will be notified sufficiently in advance of installation of the component so that any questions you may have regarding the application can be answered in a timely fashion."

My purpose in writing to you is to inform you, as I committed to do above, that the owners of the Millstone 1 nuclear powe r plant, the Northeast Utilities Service Company (NUSCo), have requested that General Electric upgrade the feedwater sparger fabricated by the Marvin Engineering Company for Millstone 1.

This upgrade program is necessary to meet a commitment that the Millstone plant operators have to replace the presently installed feedwater sparger with a new sparger during the fa111980 outage of the Millstone 1 plant.

The NUSGo representatives, accompanied by representatives of the General Electric Company Nuclear Services Department, met with representatives of the Nuclear Regulatory Commission (NRC) at NRC headquarters April 16, 1980.

GENER AL $ ELECTRIC United States Regulatory Commission Page 2 May 1,1980 The purpose of the April 16, 1980 meeting was to present the scope of the planned upgrade program and to advise the NRC that, since the time available prior to the fall outage for the Millstone 1 plant is insufficient to complete the fabrication of an entirely new feedwater sparger, the NUSCo desires to upgrade the existing sparger to the degree that time will permit and to meet the intent, if not the letter, of the quality assur-ance requirements of 10CFR50, Appendix B.

Any further correspondence on this subject, if required, will be between the NUSCo management and the NRC.
