Facility License R-56, Docket 50-83 Gentlemen:
We are hereby reporting a potential violation of our Technical Speci-fications, as follows:
1.
Regulations:
our Tech Specs require that the Facility be operated and maintained according to written procedures.
Standard Operating Procedures UFTR-SOP-D.4 " Radiation Protection Weekly Survey", para-graph II. A. requires that surface contamination in the (reactor) cell be monitored by taking random swipes and recording the results on a weekly basis.

Finding:
contrary to this requirement, no surface contamination monitoring was done for the week of May 12, 1980.
The survey was not performed because the operator in charge was assigned to work at another facility for the week and no established procedure for for-mally assigning the responsibility to another technician exists.
3.
Actions to Prevent Recurrence: operators with fixed assigned res-sponsibilities are to have their responsibility re-assigned in writ-ing when they are not going to be in the reactor facility for any one week.
