Letter frem J. P. O'Reilly to H. G. Parris dated April 29, 1980 In accordance with the provisions of 10 CFR Part 50.59, we are enclosing 40 copies of a requested amendment to license DPR-77 to change the technical specifications of'Sequoyah Nuclear Plant unit 1 (Enclosure 1).
Also enclosed are justifications to support the proposed changes (Enclosure 2).
The enclosed changes consist of a modification to several ACTION statements to allow entry into MODES 3 and 4 before com -
pletion of the actions listed in reference 2.
In accordance with the requirements of 10 CFR Part 170.22, we have determined the proposed amendment to be Class III. The classification is based on the fact that a single safety issue is involved..The remit-tance of $4,000 is being wired to the Nuclear Regulatory Commission, Attention: Licensing Fee Management Branch.
