Dear Mr. Miller:

Recently the Breazeale Nuclear Reactor has had an equipment failure of the reference instrunent which was discussed with you. While this failure of the instrument at high radiation dose rates (i.e., greater than 2 R/hr) was not reportable under our license nor under Part 21, we feel that NBC and other reactor operators should be informed. This is particularly so since sane m1ibration techniques may not reveal failure at these levels.
