IE Inspection Report No. 50-298/80-06

" Follow-up on IEB 79-01B" Cooper Nuclear Station NRC Docket No. 50-298, DPR-46

Dear Mr. Seyfrit:

Item 8 of the subject inspection report contained the following open item:

"The insp2ctors were unable- to verify the method of circuit connection -

at the pigtails on the inboard side of the electrical penetrations due to shielding placement. The licensee is attempting to locate construc-tion QC inspection records that document the proper makeup of these connections."

This letter is written to provide the necessary documentation to resolve this open item.

NPPD has located GEK32442 " Electrical Penetrations" which describes the electrical penetrations and Section II outlines a procedure for instal-

lation. NPPD has conferred uith General Electric and has confirmed that this is the installation procedure which was used to govern the installa-tion of the circuit splices on the inboard side of the electrical penetra-tions. Insulation kits that were supplied with the penetration seals were installed in accordance with the manufacturer's instructions. The District has also conferred with the independent QA organization on the site during '

the time of construction (Stearns-Roger) who also confirms that this was done. Further verification of this fact was confirmed by a thorough search of the CNS construction files which produced no deviation reports generated because of the installation of the penetrations. In our search we have found only one well documented instance where the installation

procedure was modified (modification #ECO-284, Amendment 40 to Contract E69-17) to allow bolted connections in lieu of crimped splices for the ) j connection of cables with dissimilar diameters on the 4/0 circuits to $

the fan coil units.

" The District believes that the above information provides adequate docu-mentation assuring the proper makeup of the connections and to prevent degradation of the existing equipment, the District does not plan to remove the shielding and the penetration covers for further verification.
