SUBJECT:
SUMMARY
OF MAY 14, 1980 MEETING TO DISCUSS MATTERS RELATED TO THE LOW POWER TEST PROGRAM We met with representatives of the Virginia Electric and Power Company (VEPCO) and Westinghouse Electric Corporation on May 14, 1980 in Bethesda, Maryland, to discuss matters related to the low power test program. A list of attendees is presented in the enclosure.
Significant points discussed during the meeting are as follows:
1.
VEPC0 advised us that they expect Unit 2 to achieve criticality on May 26, 1980, and that zero power testing will take seven to ten days to complete.
VEPC0 also indicated that they intend to submit revised low power test pro-cedures by the end of May and a Safety Evaluation of these proposed tests during the first week of June. The original test procedures are discussed in their letters of April 2 and April 21, 1980.

VEPC0 indicated that a single test procedure will be prepared for Test 1
" Natural Circulation Test," Test 3 " Natural Circulation with Loss of l
Pressurizer Heaters," and Test 5 " Natural Circulation at Reduced Pressure."
VEPC0 also indicated that Test 2 " Natural Circulation with Simulated Loss of Offsite AC Power" and Test 7 " Simulated Loss of All Onsite and Offsite AC Power" will be combined into a single procedure. They indicated that they will trip certain loads but do not intend to trip the emergency diesels during these tests. We adviseo them that they should submit their proposal regarding this matter for our review as soon as possible.

VEPC0 also advised us of a letter that Westinghouse transmitted to us on April 29,1980, regarding the special low power testing program.
In their letter, Westinghouse expresses concern of conducting two particular tests identified in VEPCO's letter of April 21, 1980, i.e., Test 8 - Establishment of Natural Circulation fremstagnant flow conditions, Test 9a - Forced Circulation Cooldown, and Test 9b - Boron Mixing and Cooldown, because some-what special conditions are necessary to conduct these tests. With regard to these tests, Westinghouse states that since Sequoyah will perfom these tests, they see little benefit to be derived from repeating these tests on i
,. MAY 2.21080 North Anna, Unit 2, since the plant behavior should not be plant specific whereas the difficulty of perfonning these tests remains the same. Westing-house indicated that as an alternative to performing these two tests on North Anna, Unit 2, the Sequoyah results could be made available for simulator adoption as a means of augmenting operator training under these conditions.
On this basis VEPC0 requested that these tests be deleted from the North Anna Unit 2 low power test program. We indicated that we would discuss this matter with our management and will advise them of our position regarding the need to conduct Tests 8 and 9 on North Anna, Unit 2.

We also discussed matters related to the content of the test report and indicated that we would advise them as to whether our review of the test report must be completed prior to operation at full power.
