MAY 141980 Mr. G. F. Helfrich, Director Office of Program Implementation Bureau of Oceans and International Environmental and Scientific Affairs U.S. Department of State Washington, D.C.

20520

Dear Mr. Helfrich:

Enclosed for your information is a letter dated May 8,1980 from General Electric Company requesting an amendment to export license application XCOM0240 to India for use in the Tarapur Atomic Power Station. These changes are requested by GE as new orders have been received since the April 1979 submission of the license t.pplication, and because some of the items have been exported under Comerce Department general license (they have been determined to be not " specially designed or prepared" and also under a previously issued component license to Tarapur (XCOM0020).

On June 11, 1979, State Department provided favorable Executive Branch views covering license application XCOM0240. Pursuant to my telephone conversation with Robin DeLaBarre on May 14, 1980, it is our understanding that these previous views on export request XCOM0240 will still apply to the amended application.

Sincerely,

^J Marvin.R. Pete' son, Acting Assistant Director Export / Import and International Safeguards Office of International Programs
