REPORT OF TELEPHONE CONVERSATION WITH GERALD KLINGLER On Wednesday, November 7, 1979, I spoke with Gerald Klingler, Senior Reactor Inspection Specialist with the Headquarters Office of Inspection and Enforce-ment (IE).
Mr. Klingler was a member of the Vollmer team that arrived at TMI on Thursday, March 29, 1979. As directed by Norman Moseley, HQ IRACT Director, he was to serve as the coordinator / liaison between the licensing people (Vollmer manage-ment) and the site people (IE management) in place at the site.

I asked Gerald if that was the role he played. He informed me (that) for the first week that was his role. He did serve as the coordinator / liaison between the NRR Vollmer team and the IE Region I team on site. The reason, according to Klingler, was because the Vollmer team going to the site that day did not know the IE people on site.
In his role, he served as the interface between the two groups.
