Security Plan Amendment This is to forward two changes to the Reactor Security Plan for the Lynchburg Research Center. One replacement page for the Plan and an Appendix is attached.

Section 6.1 of the Plan describes the criteria used for granting author-ization for unescorted access into the reactor security area. Basically the criteria are three: (1) the individual be a Lynchburg Research Center employee, (2) the individual possess an ERDA (DOE) LX clearance or higher, and (3) the individual has an identified need for unescorted access.

Criterion 2 is presenting us with a problem. Employees who have an identified need for unescorted access, but are awaiting processing of a clearance application, must be escorted. The revised page 6-1, attached, adds a paragraph which will permit the reactor operations supervisor to grant interim authorization to employees for whom there is a basis for judging their trustworthiness and reliability. This addition would re-duce the number of employees with a need to be in the security area requiring an escort. The reduction in the effectiveness of the Plan is small.

The attached Appendix A to the Plan addresses the requirements of 10 CFR 73.67.

This submittal contains information of the type described in 10 CFR 2.790 and should be withheld from public disclosure.
