SUMMARY

OF STAFF POSITION: TROJAN CONTROL BUILDING MODIFICATION This is in response to the Secretary's memorandum to me of March 19, 1980 concerning the Trojan Control Building Modification.

The staff was unable to conclude in its Safety Evalrtion Report of February 14,1980, (accepted into evidence as Staff Jibit 13A in the Control Building proceeding) that the Control Building modifications proposed by Portland General Electric Company (PGE) satisfied the intent of our order of May 26, 1978. That order requires PGE to modify the Control Building to bring the facility into substantial compliance with FSAR seismic criteria. These criteria are incorporated by reference into the facility Technical Specifications.

As pointed out in the SER (enclosed) on page 94, the basic reason for this conclusion was the existence of a number of unresolved items, the resolu-tion of which are critical to reaching the central question of structural adequacy.

Those unre' solved items involved the determination of forces, displacements, fl'oor response spectra, wall capacity, and the adequacy of the work sequence for the modifications to the Control Building.

Since issuance of the Safety Evaluation Report of February 14, 1980, substantial new information and analyses were submitted by PGE between February 21 and April 14, 1980 in response to additional staff questions.

This information was reviewed and evaluated by the staff and found to be adequate to resolve all of the unresolved question; identified in the Safety Evaluation Report.

The Comissioners May 7,1980 The original bases for the concerns raised by the unresolved matters identified in the Safety Evaluation Report as well as the manner in which those matters were resolved to the staff's satisfaction are contained in the staff's structural testimony for the Trojan hearing (enclosed) which was admitted into evidence on April 17, 1980 as Staff Exhibit 17A.

Those matters are addressed it pages 11-16 and 29-35 of Staff Exhibit 17A.

Copies of the Secretary's memorandun of March 19, 1980 and this response are being provided to the Licensing Poard and parties in the Trojan Contro' Suilding proceeding.

The Staff was unable to conclude in its Safety Evaluation Report of Febru-ary 14, 1980, (accepted into evidence as Staff Exhibit 13A in the Control Building proceeding) that the Control Building modifications proposed by Portland General Electric Company (PCE) satisfied the intent of our order of May 26, 1978. That order requires PCE to modify the Control Building to bring the facility into substantial compliance with FSAR seismic criteria.
