Dear Mr. Fiorelli:
Since your notification in the above referenced letter that our response to Item 79-24-03 in Inspection Report 50-341/79-24 was unacceptable, we have re-evaluated our position on this matter. The action Detroit Edison will take on this matter will be as described in the attached internal nemoramdum EF2-48,716 dated April 8,1980.
We trust this action satisfactorily answers the concerns noted in your report on this item. We will be glad to discuss any further concerns you may have.

MSIV Limit Switch Qualification As evidenced by the Staff reply to Edison's discussion of the l
appropriate level of qualification of the existing MSIV limit switches it is obvious that only a device which meets or exceeds the most stringent long term exposure to both steam and radiation environments uill adequately address the Staff's, requirements.
In addition, the Staff has elected to impose this env'ironmental requirement on the posi-

tion indication limit switches in addition to the devices which pro-

vide a logic input to the reactor trip system.
Engineering has independently verified that several other utilities have agreed to meet the NRC position with respect to the switch environmental requirement. Since the technical and political initia-tive has been lost, Edison reluctantly will provide upgraded switches l
to meet the NRC position. The switches will be procured by Edison l
Engineering from Namco. Model EA 740 switches which have been quali-l fled to an environment which has been judged acceptable by the Staf f l
will be purchased directly from the vendor and installed by the field.
l A copy of the environmental qualification test plan has been attached for your information, it might be desirable to forward this plan to the staff for their consideration.
