Dear Sirs:
We are writing this letter to express the concern of the NRC Staff, as joined in by the FERC Staff, about the lack of reliable cost information on the pro-posed direct current interconnection facilities. Recently, we have obtained a copy of a study done for El Paso Electric Company (by Stone & Webster) which concerned possible direct current interconnections between El Paso and ERCOT-TIS. The cost information in that study, done within the past year, is substantially different from that which we have obtained during the course of settlement discussions in this case.
The ability of the FERC and NRC Staffs to consider DC interconnections a suit-able basis for settlement is directly related to the costs of direct current facilities.
If the costs are too high, such costs may become a significant competitive barrier to smaller utilities in ERCOT and the Southwest Power Pool.
If this were the situation, direct current interconnections would not be acceptable as a basis for settlement.

Both the NRC Staff and the FERC Staff have previously requested the parties to provide all cost information which they have. As yet, we have received only the most abbrievated information, the reliability of which is now in question. Accordingly, all available cost information (including all out-side estimates from suppliers as well as all internal company data) should be immediately forwarded to the NRC Staff and to the FERC Staff so that settlement discussions can continue. We have attached xeroxed portions of the El Paso study showing cost information which substantially varies from that which we already have.
