STAFF EVALUATIONS OF LICENSEE'S SUBMITTAL GROUPING STAFF RECOMMENDATIONS AND INTERVEN0R CONTENTIONS During tne Third Special Prehearing Conference held on May 13, 1980, the Licensing Board asked the parties to the TMI-l license-suspension proceeding to submit in writing their coments regarding licensee's submittal grouping Staff recommendations and intervenor contentions. Generally, the Staff has no objection to the grouping of recommendations and contentions proposed by licensee.
Specifically, however, the Staff has three suggestions.
First, licensee has listed Aamodt contention #8 under the heading "TMI-l and TMI-2 Separation." Because Aamodt contention #8 deals only with the short-term requirement concerning waste management to the exclusion of the short-term issue of separation of TMI-2 operations from TMI-1, the Staff suggests that the heading be expanded to include the term waste management.

. Second, Sholly contention #4 extends further than offsite monitoring.
Mr. Sholly not only grounds his critique of offsite monitoring capabilities upon the lack of onsite TLD processing capabilities on the part of licensee, but he also alleges as a separate matter that " protection of public health and safety under accidental release of radioactivity conditions requires that the Licensee have on-site TLD processing capability prior to restart."
For this reason, the Staff suggests that licensee either broaden its subject-matter heading to include onsite TLD processing facilities or make same reference to the fact that Sholly contention #4 is not limited to offsite radiation monitoring.
Third, licensee has failed to include Aamodt contention #11.1, which the Licensing Board classified as an "EIS" contention. This contention should be listed under the heading "EIS Required (Deferred)."
