Dear Sir:
License Change Application (LCA) 53 transmitted the safeguards contin-gency plan for the Trojan Nuclear Plant as part of Revision 4 (March 1979) to the Trojan Nuclear Plant Security Plan on March 23, 1979.
Your letter of March 6, 1980 (A. Schwencer to C. Goodwin, Jr.) provided NRC comments on the safeguards contingency plan.
In response to your comments, we are now submitting Revision 1 to LCA 53 as Attachment 1 to this letter and the enclosed Revision 4 (April 1980) to the safeguards contingency plan.
Because the enclosures contain security information specific to Trojan, it
. requested that they be withheld from public disclosure in accordance with 10 CFR 2.790(d).
The responsibilities of personnel identified in this safeguards contin-gency plan are assigned in a manner that precludes responsibility con-flicts that would prevent execution of the plan in any safeguards con-tingency situation.
Also, throughout the revised safeguards contingency plan, the titles " Plant Superintendent" and " Assistant Plant Superinten-dent" have been changed to " General Manager" and "his designated alter-nate" or specific management title where applicable, respectively.
These title changes are in ettact at Trojan and will also be shown in the next revision to the Trojan Security Plan.
Pending your review and approval, j
this safeguards contingency plan will be inserted as Chapter 8 to the Trojan Security Plan (PGE-1017).
